This error occurs when there's a connectivity issue between your mobile device and the servers that your device is trying to communicate with. Usually, this occurs during an attempt to authorize your app with your Adobe or Vendor ID, but it can also appear during an eBook download.
When this happens, it would be best to do a full power down and restart of your device, and attempt the authorization / download again.
If the communication still fails, there may be a security or proxy setting on your network that is preventing this communication, and it would be best to contact your network administrator or try using a different network.
